স্বাস্থ্য খাতে সরকারি বরাদ্দ এবং ব্যয় অপ্রতুল বলে উল্লেখ করেছেন বাংলাদেশ ব্যাংকের সাবেক গভর্নর এবং বিশিষ্ট অর্থনীতিবিদ ড. আতিউর রহমান।
বৃহস্পতিবার (১২ মে) সকালে স্বাস্থ্য বাজেট বিষয়ক অনলাইন জাতীয় সংলাপে মূল প্রবন্ধ উপস্থাপনকালে তিনি এ কথা বলেন।
ড. আতিউর রহমান বলেন, স্বাস্থ্য খাতে সরকারি বরাদ্দ এবং ব্যয় যে অপ্রতুল তা স্পষ্টভাবে বোঝা যায়, স্বাস্থ্য সেবা বাবদ নাগরিকদের পকেট থেকে যে ব্যয় হয় সেই দিকটাই নজর দিলে। স্বাস্থ্য সেবা বাবদ দেশে মোট যে ব্যয় হয়, তার ৬৮ শতাংশ আসে নাগরিকদের পকেট থেকে। সরকারের দেয়া বাজেট থেকে আসে ২৩ শতাংশ। বাকি ৯ শতাংশ আসে বিভিন্ন উন্নয়ন সহযোগী, ব্যক্তি খাত এবং বেসরকারি বিভিন্ন অরগানাইজেশন থেকে।
তিনি আরো বলেন, দেশের নাগরিকরা স্বাস্থ্য খাতে যে ব্যয় করছেন, তার বড় অংশই ব্যয় করছেন ওষুধ ও অনান্য পচনশীল চিকিৎসা সামগ্রী ক্রয় করতে। নাগরিকরা ব্যয়ের ৬৭ শতাংশ খরচ করে ঔষধ ও অনান্য পচনশীল চিকিৎসা সামগ্রী ক্রয় করতে। স্বাস্থ্য খাতে বরাদ্দ এক ধরনের গতানুগতিকতা লক্ষ্য করা যাচ্ছে তা অস্বীকার করার কোনো উপায় নেই। প্রশ্ন হচ্ছে এই গতানুগতিক বরাদ্দ আমাদের জন্য যথেষ্ট কি না।
বিশিষ্ট এই অর্থনীতিবিদ বলেন, আগামী মাসে মহান জাতীয় সংসদে ২০২২-২৩ অর্থবছরের বাজেট উত্থাপন করা হবে। সরকারের অর্থ বিভাগের বরাতে এখন পর্যন্ত পাওয়া তথ্যে ধারণা করা হচ্ছে, বিদ্যমান ভূরাজনৈতিক পরিস্থিতি এবং আমাদের অর্থনৈতিক সক্ষমতা এবং সম্ভাবনার কথা মাথায় রেখে এবছর কিছুটা সংকোচনমুখি বাজেট তৈরি করা হচ্ছে। আয় বুঝে ব্যয় করার সক্ষমতা হয়তো আগামী বাজেটে আমরা দেখতে পাব। এ বছর ব্যয় কাটছাঁটের যে ইঙ্গিত অর্থ বিভাগ থেকে পাওয়া যাচ্ছে তা ইতিবাচক। তবে স্বাস্থ্য খাতে বরাদ্দ কমানোর কোনো উদ্যোগ এই মুহূর্তে একদমই কাম্য নয়। বিশেষ করে স্বাস্থ্য-শিক্ষা খাতে বরাদ্দ অপরিবর্তনীয় কিংবা কিছুটা বাড়াতে হবে এমনটাই আমরা প্রত্যাশা করছি।
স্বাস্থ্য বাজেট বিষয়ক অনলাইন জাতীয় সংলাপে আরও আলোচনা করেন, সাবেক স্বাস্থ্যমন্ত্রী অধ্যাপক ডা. আ ফ ম রুহুল হক, দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয়ের প্রতিমন্ত্রী ডা. মো. এনামুর রহমান, গণস্বাস্থ্য কেন্দ্রের প্রতিষ্ঠাতা ডা. জাফরুল্লাহ চৌধুরী, সংসদ সদস্য অধ্যাপক ডা. প্রাণ গোপাল দত্ত, সংসদ সদস্য এবং অধ্যাপক ডা. হাবিবে মিল্লাত।
অনুষ্ঠানটি সঞ্চালনা করেন বাংলাদেশ হেলথ ওয়াচ-এর বাজেট থিমেটিক গ্রুপ-এর সভাপতি এবং ঢাকা বিশ্ববিদ্যালয়ের অর্থনীতি বিভাগের অধ্যাপক ড. রুমানা হক।
